Anyone can be happier and healthier by growing plants in your living environment. Since we have lived as creatures on this earth our existence has depended on a symbonic relationship with plants. We know that cannabis is one of the most helpful plants found in all nature. Much suffering have we endured due our global policy of cannabis eradication. This process of destroying cannabis has distanced us from our health and happiness. We have lost touch with nature. It is not too late for us though. Despite unfair taxes, controls, and total regulation; cannabis still thrives throughout the globe. Freedom starts with the individual and personal responsibility. Reform starts within. Now it is our responsibility to grow cannabis. The most helpful plant should be freely cultivated. Do we not have a duty to grow cannabis for the next generation? The only dangerous thing about cannabis is misinformation and government control. We can change this today simply by planting a seed.





Once we have this knowledge it is our responsibility to act. Never before have we had access to an opportunity of this magnitude. Because of information and technology we are able to see a future where everyone has a right to grow. We can be our own government and artist because of the information we now have. Many problems society faces will go away when we merely live as responsible citizens of this planet. The key to this process is reinventing our urban environments to sustainability, using natural resources such as cannabis (hemp), and increasing our collective knowledge. When we grow and use resources generated on site we decrease our dependence on external systems allowing the individual person to be independent and free. Cannabis makes the poor rich and the sick well and we should all be growing our own. We can bring back industry and create jobs for ourselves by growing our own.






Using this information it is our responsibility to grow! Nature provides us with all we need for an outdoor garden but not everyone has access to these natural resources. We have created a society void of nature in the urban environment. We need to re-introduce growing cannabis into our culture and the key ingredient is light. Light is the information and energy plants need to grow. Most plants are dependent on photosynthesis for energy production and growth. Without the right kind of light the plant will not grow properly. For those of us that do not have access to natural sunlight or want to be discreet with our personal grow then moving indoors is the only option. The privacy of your own living space is perfect for growing whatever you want, whenever you want. Your plants will benefit from you and you will benefit from your plants. Now the only problem is bringing the sunlight inside! Indoor growers have mimicked the sunlight with high pressure sodium lamps (hps), florescent (plasma) bulbs, and other methods for many decades. We tried to replicate the sun energy closely as possible. This process of replicating full spectrum sunlight in your home is nearly impossible and takes massive amounts of electrical energy. Large amounts of heat have to be removed from the grow area or else the plants would burn. Because sunlight is hard to duplicate many potential growers have remained in the dark, until now.



We know that plants don't need the full spectrum of visible light to produce energy through photosynthesis. The sun naturally gives off everything thing from heat to ultra violet radiation but photosynthesis only uses part of this broad spectrum. In fact no heat or UV is used by plants to produce energy from light. The only part of visible light used by plants is called photosynthetically active radiation. Sure other conditions must be right but focus only on photosynthesis. If we are growing in our living environment than the plants will already have enough heat and air to grow. We want to only generate the photosynthetically active radiation we need for the plant to grow properly and healthily. First we need to understand a little more about photosynthesis. Once a certain wavelength of light strikes a certain water molecule an electron is released inside the plant and this electrical charge is what powers the plant. This process happens extremely fast (less than 1/100000000 of a second) and different types of light are responsible for different photosynthesis processes. If we put sunlight into prism it will be divided by different colors because some light is slowed down more than other light when it passes through the varying size of glass. Now look at all the colors of the rainbow and imagine them like musical notes. The lower bass being red while treble would be blue, every color with its own note. It is all part of the same energy, only vibrating slower or faster. In musical terms photosynthetically active radiation is the key of the song. The notes we need to play to grow.


Now we can build an interment that gives us the wanted photosynthetically active radiation (PAR) with out the un necessary visible light, heat, UV and noise. Cool Efficient Lighting (CEL) is a system that incorporates the specific set of lighting components needed to obtain a specific purpose. We can literally strike a chord instead of just emitting broad noise. RTG CEL is a fine tuned instrument designed to grow the finest quality of plants. We have done the research and deciphered the music of photosynthesis. Cool Efficient Lighting (CEL) will allow you to play this music. CEL is a useful tool for every urban environment in a sustainable future.


RTG CEL uses interchangeable LEDs and modular open design to allow implementation of growing in any environment. The light emitting diode (LED) is discrete by nature. Meaning there is a separate and precise light output per LED used. Whereas before a broad assortment of energy was used to get a finite amount of PAR we can now generate the needed energy with much less by product (heat and unabsorbed light). CEL is efficient because only the PAR is generated. The traditional lighting system is only 30% efficient at converting electricity into PAR. While they are bright to look at they are not very good at mimicking the sun from a plants point of view. Take into account the leaf is green therefor a large amount of green light is reflected by any green leaf. It is not a coincidence that plants use no green light for energy production but our eyes are in fact most sensitive to green light. This fact means the inefficiency of high intensity discharge lamps (hid, HPS, NMH), and florescent designed to be bright to our eyes but are inefficient for growing. Using discreet LEDs and a delivery system that requires no external cooling methods makes a Cool Efficient Light machine. CEL is so efficient we have installed it in off grid applications. CEL is designed to be powered with renewable energy generated on site.

The PAR plants need to grow can also be healthy for people. Particularly the dark red color is knowing for its healing benefits. CEL can be adapted for an infinite number of possibilities and applications.


CEL is composed of three primary components: the wavelength specific emitter (discrete LED), the heat sink/reflector and a load limiting device. The purpose of the load limiting device is to supply the right amount of electrical current to the LED smoothly as possible. Many other LEDs use a microchip to control the energy but this can lead to a pulsed light output rather than smooth. Considering how fast photosynthesis takes place and the speed at which LEDs react to changes this pulsed method does affect growth. Because a constant current load limiting device is used in CEL 100% of the output PAR is available 100% of the time. Because the light output of CEL is not pulsed it is less dangerous and more easily absorbed.

The truth is our government has been trying to tax regulate and control cannabis on the federal and world level since even before 1937 marijuana tax stamp act. They can't do it. We need to end prohibition by overturning current laws that criminalize the use and sale of cannabis. Cannabis can end the monopoly pharmacy has on our health but it won't if 19 passes. We need to get on the medical cause for the good of our race. We need to exercise our constitutional rights of privacy and our guarantee of the pursuit of happiness. We need to support each others lives and grows. We should repeal prohibition on a national level and have an accepted medical policy that allows safe cannabis the same way we have safe bread to eat.We should be focused protecting safe access to our plants and the right every human being has to grow plants and be healthy instead of waiting for permission to get high.

The issues:

Persons under 21

If you are under 21 you SHOULD be allowed to possess, work or live around a cannabis grow, or be around anyone who uses it, no exceptions.

Prop 19 not only prohibits anyone under the age of 21 from using or having cannabis (sec 11301) but also prohibits you from furnishing cannabis to minors and even smoking it around minors all together. Prop 19 is not a step in the right direction to make cannabis more legal. Prop 19 will make more criminals out of normal citizens while we are currently ending prohibition with legislation like SB 1449. Prop 19 will induce divides and push people apart based on their age.

Prop 19 prohibits anyone under the age of 21 from using or having cannabis. (sec 11301)

(b) retail sale of not more than one ounce per transaction, in licensed premises, to persons 21 years or older, for personal consumption and not for resale;

(c) appropriate controls on cultivation, transportation, sales, and consumption of cannabis to strictly prohibit access to cannabis by persons under the age of 21;

(d) age limits and controls to ensure that all persons present in, employed by, or in any way involved in the operation of, any such licensed premises are 21 or older;


Under prop 19 furnishing cannabis to minors is prohibited.

(a) Every person 18 years of age or over who hires, employs, or uses a minor in transporting, carrying, selling, giving away, preparing for sale, or peddling any marijuana, who unlawfully sells, or offers to sell, any marijuana to a minor, or who furnishes, administers, or gives, or offers to furnish, administer, or give any marijuana to a minor under 14 years of age, or who induces a minor to use marijuana in violation of law shall be punished by imprisonment in the state prison for a period of three, five, or seven years.

(b) Every person 18 years of age or over who furnishes, administers, or gives, or offers to furnish, administer, or give, any marijuana to a minor 14 years of age or older shall be punished by imprisonment in the state prison for a period of three, four, or five years.

(c) Every person 21 years of age or over who knowingly furnishes, administers, or gives, or offers to furnish, administer or give, any marijuana to a person aged 18 years or older, but younger than 21 years of age, shall be punished by imprisonment in the county jail for a period of up to six months and be fined up to $1,000 for each offense.

(d) In addition to the penalties above, any person who is licensed, permitted or authorized to perform any act pursuant to Section 11301, who while so licensed, permitted or authorized, negligently furnishes, administers, gives or sells, or offers to furnish, administer, give or sell, any marijuana to any person younger than 21 years of age shall not be permitted to own, operate, be employed by, assist or enter any licensed premises authorized under Section 11301 for a period of one year.


Medical Cannabis

The whole medical cannabis system is in jeopardy because of prop 19. Lets not trade ending a helpful medical practice for permission to get high. Ending medical access to cannabis is cruel to patients and the sick who need it to be healthy.

Everyone has a medical condition that could benefit from the use of cannabis. Feeling good means your healthy. Cannabis makes people healthy. Everyone can benefit from medical use if they need it. If you don't need it don't abuse it. Now its our time, our health and our cannabis. Prop 19 won't give you any more medical access but more control and taxes. Lets just get together and exercise the rights we all have as humans to be healthy and happy.


There is much that will happen to medical cannabis under prop 19. Medical cannabis will receive no special treatment and there are no special provisions for protecting a medical patient right to possess or grow cannabis.

Control and Tax

Any law to control cannabis says people are unfit to freely possess cannabis. Denying people this freedom MAKES poverty their only choice. No one wants to be taxed more than not.

Why do we need special unrepresentative taxes for a harmless plant that is already legal in the state? Since 1449 is law we don't need prop 19's harsh regulations and possible taxes of which NO one seems to know the amount of.

I am ASKING why do we need more taxes on a harmless plant? Cant we just tax it and regulate it like we do sugar or soy? Isn't that total legalization?

Ending prohibition on a national level

Prop 19 is just more taxes, controls, regulations, and laws true freedom lovers WILL have to repeal later.

If prop 19 passes then Obama, Arnold, or the DEA will shut it down (they have said they will). We also gotta remember legalize was #1 on Change.org and .gov and they still said no way. People are understanding how great cannabis is demanding access to it and thats what we need for cannabis to be accepted and legal throughout the world.

So this is what we need for cannabis: "The harrison act, the marijuana tax act, and the federal controlled substances act of the United States are hereby repealed."

Growers rights

We should have the right to grow as much cannabis as we need to be healthy.

The strict regulations in prop 19 would disallow growers to continue to grow with out special tax and regulations. Growers will be limited in how much they can grow and where they can grow it. This will force many consumers to rely on the corporate system of distribution. Prop 19 is all about controlling every aspect of cannabis until there is only one place left to buy it at whatever price they choose. If we can't grow the cannabis we need then we are still under the governmental control that is ruining our lives and land.
There are many benefits to know about cultivating the cannabis plant such as safer medicine and renewable fuel. Sales tax is already paid on the end products and other manufacturing processes right now. We need total decriminalization for any amount of possession to see a decrease in crime. If it was free to grow any amount or consume any amount people would stop smoking cigarettes and smoke more joints instead. People would drink less and use cannabis more. With less laws to enforce our jails would get smaller and our justice system would unclog. We would finally begin to rely less on foreign oil by growing our cannabis at home therefore driving less. Our overloaded health care system could be relieved by treating less serious conditions with less serious and more effective medicine. Everyone should make up their own mind based on the truth. The truth about prop 19 is that it has some striking similarities to current prohibition laws that were subtly passed due to the public lack of information effectively snuffing out cannabis use for much of America replacing it with big oil and big pharmacy.

Growers could be subject to special taxes and regulations unprecedented in recorded history. How can someone grow enough hemp seed for food in a 5X5 area. The real issue here is controlling the production of cannabis.

Prop 19 requires you to get permission from your landlord if you want to grow in the privacy of your own home.

Special license will be required and tax paid to produce for commercial use and co-ops will no longer be able to share their cannabis with the public. Farmers should not be taxed simply for growing and medicine should never be taxed. You don't get taxed for milking a cow or growing soy so why should cannabis be subject to special prohibitory controls and taxes?

Racism

You can’t regulate something that will fundamentally set you free and bring people together. Until we end the racist laws that began prohibition we can not truly move forward.

Marijuana is a racial slur not a scientific name. Prohibition began when the truth about cannabis was covered up with greed and racism. The marijuana tax stamp act was designed to enslave minorities based on what they called cannabis. Cannabis has always had many medical and industrial uses. When asked if any of the legitimate uses of the hemp plant would be threatened by his new law controlling marijuana Anslinger replied “I would say that they are not only amply protected under this act, but they can go ahead and raise hemp just as they have always done it.” No one bothered to find out that the two are the same plant! Anslinger convinced the lawmakers that certain people (i.e. Mexicans and Africans) become dangerous (i.e. look at white people) to our society (i.e. white people) when they use a marijuana plant (cannabis, hemp, weed, hash, ganja, smoke, pot)

Recreational

We need to exercise our constitutional rights of privacy and our guarantee of the pursuit of happiness. We need to support each others lives and grows.

We should be focused protecting safe access to our plants and the right every human being has to grow plants and be healthy instead of waiting for permission to get high.

People shouldn't abuse anything. If they are happy and healthy already without cannabis then they must need cannabis for one of the zillion other good things it does like clothes, fuel, or food of which all should be unregulated because there is no harm. We need laws that address all of cannabis truth not just the recreational part. We got rid of alcohol prohibition by repealing the laws not by making new ones. The old prohibition was called "the marijuana tax stamp act" Lets demand freedom instead of giving up some rights for others.

Prop 19 doesn't tell you its okay to use cannabis but it does tell you what it does not allow you to do:

“Personal consumption” shall not include, and nothing in this Act shall permit cannabis:

(i) possession for sale regardless of amount, except by a person who is licensed or permitted to do so under the terms of an ordinance adopted pursuant to section 11301;

(ii) consumption in public or in a public place;

(iii) consumption by the operator of any vehicle, boat or aircraft while it is being operated, or that impairs the operator;

(iv) smoking cannabis in any space while minors are present.


Prop 19 would criminalize public use which is currently not even against the law. (meaning there is no special law prohibiting it) but it will be against the law if 19 passes. And please remember it is still law enforcement and judges that do not support this p19 that will have to enforce the new laws.

Corporate cannabis

Prop 19 is supported by economic hit men and petrochemical giants. It doesn't cost anything to grow. Why should it? Prop 19 is designed to enslave cannabis users to system where people pay for their happiness and health.

If prop 19 is paving the way for reform then why does it negate so many good programs (namely medical) that help us truly be more free and disallow the freedoms we already have? Why can't we just keep on our path to freedom the simple and truthful way? Why do we need to invite control back into our lives at the very moment when we are using Cannabis to free ourselves and the nations? I know it will take state and federal legislation that strikes old prohibition laws down and prop 19 just adds more laws that need to be enforced with out allowing any new freedom since SB 1449 was signed. Now SB 1449 is a step in the right direction because it follows a proven model to end prohibition by removing old laws from the books. Prop 19 truly paves the way for the corporate control of the canna trade and the real profiteers are supporting this prop 19 because they don't think you deserve the right to have a happy, healthy life without paying them for it. Prop 19 is slavery with pretty name tag that says "legalization". The people have the power and they always have. the only way to enslave people is to make them think they want and need control. They have not been able to EVER control or tax or regulate cannabis because they can't. To say people would rather have control than not is to make slavery their only choice. Cannabis grows freely EVERYWHERE and why shouldn't it????

Okay Lets say p 19 passes and Obama, Arnold, or the DEA doesn't shut it down (which they have said they will). Then companies that funded the law such as Monsanto can patent cannabis meaning your infringing by growing selling or using it with our proper approval from the patent owner. Then the Herer prop will be a mute point and no votes will set anything free. This is not simple. In 1937 they set us up for tax evasion now they are setting us up for patent infringement. They already hold the patents by the way. Keep in mind also you will need a license to sell under p 19 and its up to the government to set the rates to get one. Also how can i grow hemp seed for food in a 5X5?

Big tobacco doesn't want to loose any market share for 18 to 21 yo smokers. It makes sense because the alcohol lobbies against 19 probably because they are already loosing business to the canna trade.

With $11.365 billion USD of revenue in 2008. Is this who you want selling you medicine? Has everyone forgot about Change.org? Prop 19 is nothing more than a distraction while you play right into their hand game over.

Local Regulations

Prop 19 leaves decisions about commercial growing and sales up to local governments. It takes the power away from the people and levies them with unfair taxes. It takes the power out of the vote and puts it to the legislature to be overturned and re written.

Prop 19 takes the power away from the people because it can be overturned by the legislator. I really really really want legalization but I must use history and my elders as my guide. It is up to us to decide how to end prohibition before we pass any more regulate control laws. Lets explore the potential of this plant, medicine, fiber, and food before we begin to blindly follow a government that has already failed to tax and regulate or control cannabis since 1937.

It is written into p19 that the legislature can modify the law any time after it passes. This means we the people can't change it but they can. Be critical of the proverbial carrot. It is only a tool to make us all happy little slaves. It is however a conspiracy but not a theory that monsanto shareholders are funding this so called "legalization" law. It is prohibition called legalization designed to make us slaves and like it.

The options:

Voting yes is waiting for permission from a government that has concurrently denied cannabis use while suppressing cannabis information.

Why should the one thing that will set you free be taxed and controlled to the point only a few corporate elite hold the patents and you have to buy it from them?

Making new laws will do nothing to make cannabis use more free.

We should repeal the bad laws that are harming people in the first place. People have freely cultivated and consumed cannabis throughout recorded history and we need it now more than ever.

These laws pass because they don’t address the fundamental truths about the cannabis plant. It is the most harmless and helpful plant on the face of the earth so why do we need to control it more than guns?


Prop 19 is a wolf in sheep's clothing designed to make you think your doing the right thing by voting for it. Let history be our teacher. We need reform on the individual level and mass education about the medical benefits of cannabis and the endocannabinoid system so people can understand how cannabis is different than other "drugs" or substances. Prohibition will end when the people demand it and the people will demand it when they understand how it can help them be more free. Prop 19 does not end prohibition but enforces it by leving more taxes and creating more rules to enforce. Everyone can benefit from medical use. You say that is dangerous to say that but the truth can be dangerous. Saying people are unfit for total decontrol of cannabis and freedom is hypocrisy for a true freedom fighter. You claim to fight for rec use and the only thing that stops us from having that now are all these laws that keep being passed. We have to get back to the constitution of this country that allows personal freedom. In order for you to have legal rec use people will have to stop following and start doing. I have no problem paying taxes but how can you tax a schedule 1 controlled substance? This law will not lead the way to better medical cannabis laws but distract us from truth and continuing open public research. Monsanto, Bayer and GW will be in total control of the Canna trade if 19 passes. Lead follow, or get out of the way. Cannabis will always be free. Our government has tried everything that can be done to control it with epic failure. It is not about setting cannabis free it is about setting yourself free.

We are in the process to truly legalize. We don't have to rush in and pass laws that are bad because we have the opportunity. We will end prohibition on a national level according to the constitution.

Just do it right and repeal prohibition. This is legislation designed to make you think your doing the right thing by voting for it but the truth is creating more taxes, regulations and controls does nothing to make us more free. Uphold our constitutional rights to privacy. Keep big corporate control and greed out of a safe holistic medication. We should not model cannabis after alcohol and tobacco because it is safer than both. Help end slavery and racism, unity against 19.

We are already on the way to true freedom in cannabis though education and changing laws.

Arnold TERMINATED the argument for prop 19. Anyone in California can NOW possess under one ounce with out fear of being arrested or having any kind of criminal record. And we still have a compassionate use act that lets anyone that can benefit from medical cannabis use and grow it tax. SB 1449 is the beginning of a process of freeing cannabis from the clutches of the total control known as prohibition. SB1449 amended a current law to disallow the arrest of the offender and replace with a fine of $100. We will continue to amend laws this way until we have a national legal policy that protects the rights of all cannabis users. Any time old cannabis laws are struck from the books is a good thing while creating new laws are bad.

The solution:

No matter what the outcome we are on our way to total legalization. The true solution lies in the repeal of prohibition on a national level but it starts with the seeking and sharing the truth. Repealing prohibition is the way to true freedom.

2. Repeal the Marijuana Tax Stamp Act of 1937.


3. Decriminalize the growing, trade, possession, sale and use of cannabis and implement medical cannabis programs that protect our health on the state and local level.

The present invention relates to a Cool and efficient light providing consistent, constant, controlled, wavelength specific and directional illumination. The cool efficient light (CEL for short) emits the wanted wavelengths of light directionally while dissipating the heat through the reflector. The light output can be smooth and not pulsed leading to a higher ratio of light over time. Choosing the right emitters for the intended use it is possible to emit wanted wavelengths of light in the wanted place with minimal extra radiation such as heat or UV rays.

The Cool Efficient Light (F) device is an electric device that emits desired wavelengths of energy including but not limited to visible light, such as a lighting fixture or light, and may be anywhere from very small, or terribly large.
The wavelength specific emitter (A) is an electronic device emitting specific wavelength(s) radiation including but not limited to visible light. The emitter (A) could include future yet to be invented or conceived emitters and current emitters such as but not limited to LED, light emitting diodes, and other devices that emit specific wavelength(s). The emitter (A) will emit its energy when some electricity is applied.
The heat sink and reflector (B) provides adequate heat dissipation for emitter function while reflecting usable energy in the desired direction. The heat sink and reflector (B) can be constructed of any materiel that provides enough heat dissipation for the emitter to operate including but not limited to aluminum. A polished surface is recommended to reflect as much energy as possible. The heat sink and reflector (B) can be constructed out of multiple pieces or out of one piece but should be assembled with an appropriate thermal compound or something in way to ensure proper thermal conductivity.
A more complex load resistor or current limiting device (D) may be used in order to control the release of energy. Smaller and more efficient components could allow for a smaller more streamlined frame (E). The direct current power source (C) and the load resistor or current limiting device (D) could be integrated as one unit. An onboard control computer could be added to control modulation of different emitters on the same light or to control the light over time. Furthermore lights could be controlled from a central device. Multiple emitters could also be used. Emitters that have multiple colors on the same device could also be used.
The cool efficient light (F) drawn has three heat sink and reflectors (B) but the cool efficient light (F) can have any number of any size heat sink and reflector(s). The frame (E) can be adjusted to any size or shape. Multiple emitters (A) can be attached to the heat sink reflector (B). Different or multiple direct current power sources (C) can be used. The load resistor or current limiting device (D) is connected between the wavelength specific emitter (A) and the direct current power source (C) to control the amount of electricity in the emitter (A).

Wavelength specific emitter(s) (A) can be place on the heat sink reflector (B) so the desired output is directed forward while the heat generated by the emitter(s) is dissipated by the heat sink reflector (B). The heat sink reflector(s) (B) with attached wavelength specific emitter(s) (A) can be fastened to the frame (E) along with the direct current power source(s) (C) and the load resistor(s) or current limiting device(s). Conductor(s) (G) connect the direct current power source(s) (C) to the wavelength specific emitter(s) (A) through the load resistor(s) or current limiting device(s) (D). All the components do not need to be connected to the frame or to each other in order to function as long as they are connected via the conductors (G). The direct current power supply(s) (C) and load resistor(s) or current limiting device(s) (D) could be in a separate frame (E) than the heat sink and reflector(s) and wavelength specific emitter(s) (A) as long as they are connected with conductor(s) (G).
The direct current power source (C) supplies electricity through the load resistor or current limiting device (D) to the wavelength specific emitter (A) that is attached to the heat sink reflector (B) and energy is emitted out of the wavelength specific emitter (A). The heat generated by the wavelength specific emitter (A) is dissipated by the heat sink and reflector (B) while the specific wavelengths produced are also directed by reflection.
When the direct current power supply (C) is connected to the wavelength specific emitter (A) and the load resistor or current limiting device (D) via the conductor (G) the electricity causes the wavelength specific emitter (A) to emit light that is reflected and heat that is dissipated through the heat sink and reflector (B).
Attach the wavelength specific emitter(s) (A) to the heat sink and reflector (B) in a way that ensures good thermal conductivity between devices. The heat sink and reflector should be made from a materiel that can dissipate enough heat from the wavelength specific emitter(s) (A) and reflect any usable energy in the desired direction. The wavelength specific emitter(s) (A) should be chosen for the required output and an appropriate load resistor or current limiting device (D) is placed in line with the direct current power source (C) and the wavelength specific emitter (A). The conductor (G) should be of sufficient size or capacity to safely conduct the electricity between the components. The direct current power source (C) should be rated to handle the load with proper safety factor. The components should be connected in accordance with manufactures specifications.
The direct current power source (C) and load resistor or current limiting device (D) can be combined. The direct current power source (C) and/or load resistor or current limiting device (D) can be moved to a separate unit. Additional devices can attach to the heat sink and reflector (B) to increase thermal mass such as but not limited to a water cooling system or fans. A switch or switches may be added for control.
The cool efficient light (F) works as long as the direct current power source (C) is supplying electricity. The cool efficient light (F) is used where efficiency is needed as well as wavelength specific output. The cool efficient light (F) can be used for any lighting application.
The cool efficient light (F) can be used for but not limited to fish tanks, horticulture, plant growth, live entertainment, still photography, desk lamps, photo therapy, human cell repair, concerts, film, TV, buildings, eco-friendly lighting, mobile homes, cars, military, parties, corporate events, landscape lighting, marine lighting, and space exploration.

Common lighting devices (including other LED lights) emit a wide range of radiation, including heat, often not needed for the intended purpose, illumination; and this energy is often pulsed at a high rate so it appears to be consistently on to the human eye but causing a drop in needed luminance at a specific wavelength and over a finite amount of time and space in relation to power consumption. How to build and use RTG CEL

For instance if we are using a 12 volt direct current electrical system and a 10 watt deep red LED that has characteristics of 10.5 volts at .7 amp then we would need a 10 watt 2.2 ohm resistor in between the power source and LED to ensure proper function. 3. Heat sink/Reflector. This is the key to RTG CEL! All electrical devices give off heat as a by product to their function. Using a reflective and thermally conductive materiel such as aluminum to dissipate the heat while concentrating the beam of light will further increase efficiency and give structure to the CEL.

CEL VS. other LED lights

LEDs are being found in every kind of lighting system. It is important to understand the differences in LED lights and RTG CEL.

Other "LED" lights are manufactured in the least
expensive way possible then mass produced and stored in warehouses until the light is ordered. The technology designed and built into the fixture is therefore out dated and obsolete by the time the light is put into use for the first time. LED lights that are assembled this way permanently connect all components for so if one piece fails the entire investment is ruined.

RTG CEL is designed to be modular always accepting the latest technology available. This concept also allows any part to be easily replaced or upgraded.

Why RTG CEL grow lights are better for you and your plants.

Most LED grow lights are monochromatic (one color). Other "dual and tri band LED grow lights" have a very limited red blue spectrum. This is not natural for plant life.

So what is the deal with 11:11? I will not discuss the myths but I will discuss the truth. 11:11 is simply the most common time that there is. It is most likely that when you look at any clock it will be 11:11. If it is not 11:11 then it might very likely be 1:11, or maybe 2:11. In fact it is most likely in any random sampling of numbers that the lower numbers will be more prevalent. Now take into account that the numbers eleven and twelve both contain a one and this makes one four times more likely to appear than any other number alone. Its just an observation but what happens when you change the rules?

Grow Your Own

After you decide on the layout of your space and the positioning of your CEL you will need to devote most of your attention to the immediate growing environment. CEL is designed to capitalize on the natural relationship between humans and plants. If you are comfortable in the growing environment then your plants will be comfortable in the environment given the right amount of light. Pay attention to the directions on the products you use in your grow. Keep in mind plants need light, water, food, and air to grow. The purest ph balanced water available should be used in your grow. Fans are not necessary to cool the lights but they do help strengthen the stems and ruffle the leaves allowing light to penetrate deeper into the foliage. Try to keep the grow environment as natural as possible. Do not enclose your space unless it is necessary. The more space a plant has to grow the more it will flourish. Simpler is better, especially if it is your first attempt to grow under artificial light. Always design your grow for the end result. Count on your plants growing into the environment rather than filling up your space immediately.

Is The End of Cannabis Coming in November 2010?

Naomi Wolf said in her book The End of America: “These events may seem to have historical echoes because they actually are mirrored in history.” Don't get your hopes up this November because the Tax Cannabis 2010 act is not going to legalize cannabis use in any way, shape, or form. We have already a national tax cannabis act in place since 1937. It is also known as probation. The Tax Cannabis 1937 act allowed "Every person who imports, manufactures, produces, compounds, sells, deals in, dispenses, prescribes, administers, or gives away marihuana” to do so legally as long as they paid the taxes. The Tax Cannabis 2010 act proposed by Oaksterdam profiteer Richard Lee is nothing more than stale, regurgitated legislation along with more unnecessary regulations and taxes designed to imprison more cannabis users. Making new laws will do nothing to make cannabis use more free. We should repeal the bad laws that are harming people in the first place. People have freely cultivated and consumed cannabis throughout recorded history and we need it now more than ever.



Cannabis has not even been prohibited for that long. Cannabis was a primary crop of the indigenous people found on the land now known as the USA even before Columbus sailed the ocean blue. In 1610 the colonists of Jamestown were required by law to grow Cannabis. In 1850 it was reported that 8,327 plantations were growing cannabis in the new world. Then El Paso, Texas passed a raciest law in 1914 that said “All Mexicans are Crazy and this stuff (Marijuana) is what does it to them”. That is the actual text of the law that began cannabis prohibition as we know it! In 1937 Harry Anslinger’s Marijuana Tax act was passed effectively outlawing cannabis use. The law was modeled after the earlier Harrison Act of 1914 that taxed all narcotics but failed to control cannabis.




These laws pass because they don’t address the fundamental truths about the cannabis plant. You can’t allow people to grow hemp and outlaw cannabis because they are basically the same plant. It was only when Anslinger associated cannabis with racial phrases such as “marihuana” that any of these regulations passed. Marijuana is a racial slur not a scientific name. When asked if any of the legitimate uses of the hemp plant would be threatened by his new law controlling marijuana Anslinger replied “I would say that they are not only amply protected under this act, but they can go ahead and raise hemp just as they have always done it.” No one bothered to find out that the two are the same plant! Anslinger convinced the lawmakers that certain people (i.e. Mexicans and Africans) become dangerous (i.e. look at white people) to our society (i.e. white people) when they use a marijuana plant (cannabis, hemp, weed, hash, ganja, smoke, pot) You can’t regulate something that will fundamentally set you free and bring people together.

Cannabis is our most valuable resource but it is difficult to control because it is grows everywhere and can be used for almost anything. Henry Ford built the body panels on his first Model T out of hemp and it was to run on hemp gasoline the car was said to have “grown from the soil”. Hemp was called “a billion dollar crop” by Popular Mechanics and Pharmacopoeia listed cannabis as the primary treatment for over 100 diseases. Anslinger him self testified they needed they law because “fifteen dealers were arrested here (D.C.) for peddling marijuana and they had to be prosecuted for practicing pharmacy without a license." This is the same fake problem we are facing in California today. You don’t need a license to grow or use cannabis. The real problem is that Lee and Anslinger were not getting their cut. Cannabis replaces drugs, fuel, textile, food, alcohol, nicotine and you can grow it at home. This takes money directly out of many private corporations’ bank accounts.



There are many benefits to know about cultivating the cannabis plant such as safer medicine and renewable fuel. Sales tax is already paid on the end products and other manufacturing processes right now. We need total decriminalization for any amount of possesion to see a decrease in crime. If it was free to grow any amount or consume any amount people would stop smoking cigarettes and smoke more joints instead. People would drink less and use cannabis more. With less laws to enforce our jails would get smaller and our justice system would unclog. We would finally begin to rely less on foreign oil by growing our cannabis at home therefore driving less. Our overloaded health care system could be relieved by treating less serious conditions with less serious and more effective medicine. Everyone should make up their own mind based on the truth. The truth about TC2010 is that it has some striking similarities to current prohibition laws that were subtly passed due to the public lack of information effectively snuffing out cannabis use for much of America replacing it with big oil and big pharmacy.


Richard Lee is a self proclaimed conservative business owner from Texas who used over one million dollars of his own money (so far) to write and support TC2010! He would stand to gain personal wealth with the passing of this law selling you pot one ounce at a time.


If TC2010 is passed it would be a crime to have cannabis around anyone under the age of 21. TC2010 would also criminalize public use which is currently not even against the law. Lee claims it will generate revenue and we must ask at who’s cost. Another hard fact is you will only be able to possess one ounce at a time and grow in a 25sqft area. This leaves a lot of grey area because one plant can easily fill 25sqft and be over one ounce. People would still go to jail for possession and there are stiff penalties for distributing with out a license. The proposed taxes are very high and there is no provision for medical cannabis use. This should be the biggest reason for anyone to vote against the act. There is no provision for medical cannabis so arrest would be left up to law enforcemt’s discretion. Is this what you want? I recommend starting your own garden now, before its too late.

The direct current power source (C) supplies electricity through the load resistor or current limiting device (D) to the wavelength specific emitter (A) that is attached to the heat sink reflector (B) and energy is emitted out of the wavelength specific emitter (A). The heat generated by the wavelength specific emitter (A) is dissipated by the heat sink and reflector (B) while the specific wavelengths produced are also directed by reflection.
When the direct current power supply (C) is connected to the wavelength specific emitter (A) and the load resistor or current limiting device (D) via the conductor (G) the electricity causes the wavelength specific emitter (A) to emit light that is reflected and heat that is dissipated through the heat sink and reflector (B).
Attach the wavelength specific emitter(s) (A) to the heat sink and reflector (B) in a way that ensures good thermal conductivity between devices. The heat sink and reflector should be made from a materiel that can dissipate enough heat from the wavelength specific emitter(s) (A) and reflect any usable energy in the desired direction. The wavelength specific emitter(s) (A) should be chosen for the required output and an appropriate load resistor or current limiting device (D) is placed in line with the direct current power source (C) and the wavelength specific emitter (A). The conductor (G) should be of sufficient size or capacity to safely conduct the electricity between the components. The direct current power source (C) should be rated to handle the load with proper safety factor. The components should be connected in accordance with manufactures specifications.
The direct current power source (C) and load resistor or current limiting device (D) can be combined. The direct current power source (C) and/or load resistor or current limiting device (D) can be moved to a separate unit. Additional devices can attach to the heat sink and reflector (B) to increase thermal mass such as but not limited to a water cooling system or fans. A switch or switches may be added for control.
The cool efficient light (F) works as long as the direct current power source (C) is supplying electricity. The cool efficient light (F) is used where efficiency is needed as well as wavelength specific output. The cool efficient light (F) can be used for any lighting application.
The cool efficient light (F) can be used for but not limited to fish tanks, horticulture, plant growth, live entertainment, still photography, desk lamps, photo therapy, human cell repair, concerts, film, TV, buildings, eco-friendly lighting, mobile homes, cars, military, parties, corporate events, landscape lighting, marine lighting, and space exploration.
Current lighting methods, including the sun, radiate a broad assortment of different wavelengths across the electromagnetic spectrum and extending into and in some cases past the infrared and ultraviolet spectrum. "Every person who imports, manufactures, produces, compounds, sells, deals in, dispenses, prescribes, administers, or gives away marihuana shall ( 1 ) within fifteen days after the effective date of this Act, or (2) before engaging after the expiration of such fifteen-day period in any of the above mentioned activities, and (3) thereafter, on or before July 1 of each year, pay the following special taxes respectively:

(1) Importers, manufacturers, and compounders of marihuana, $24 per year.
(2) Producers of marihuana (except those included within subdivision(4) of this subsection), $1 per year, or fraction thereof, during which they engage in such activity.
(3) Physicians, dentists, veterinary surgeons, and other practitioners who distribute, dispense, give away, administer, or prescribe marihuana to patients upon whom they in the course of their professional practice are in attendance, $1 per year or fraction thereof during which they engage in any of such activities."

(a) Any ordinance, regulation or other act adopted pursuant to section 11301 may include imposition of appropriate general, special or excise, transfer or transaction taxes, benefit assessments, or fees, on any activity authorized pursuant to such enactment, in order to permit the local government to raise revenue, or to recoup any direct or indirect costs associated with the authorized activity, or the permitting or licensing scheme, including without limitation: administration; applications and issuance of licenses or permits; inspection of licensed premises and other enforcement of ordinances adopted under section 11301, including enforcement against unauthorized activities.
(b) Any licensed premises shall be responsible for paying all federal, state and local taxes, fees, fines, penalties or other financial responsibility imposed on all or similarly situated businesses, facilities or premises, including without limitation income taxes, business taxes, license fees, and property taxes, without regard to or identification of the business or items or services sold.

Section 11301: Commercial Regulations and Controls
Notwithstanding any other provision of state or local law, a local government may adopt ordinances, regulations, or other acts having the force of law to control, license, regulate, permit or otherwise authorize, with conditions, the following:
(a) cultivation, processing, distribution, the safe and secure transportation, sale and possession for sale of cannabis, but only by persons and in amounts lawfully authorized;
(b) retail sale of not more than one ounce per transaction, in licensed premises, to persons 21 years or older, for personal consumption and not for resale;
(c) appropriate controls on cultivation, transportation, sales, and consumption of cannabis to strictly prohibit access to cannabis by persons under the age of 21;
(d) age limits and controls to ensure that all persons present in, employed by, or in any way involved in the operation of, any such licensed premises are 21 or older;

Prohibition on Furnishing Marijuana to Minors
(a) Every person 18 years of age or over who hires, employs, or uses a minor in transporting, carrying, selling, giving away, preparing for sale, or peddling any marijuana, who unlawfully sells, or offers to sell, any marijuana to a minor, or who furnishes, administers, or gives, or offers to furnish, administer, or give any marijuana to a minor under 14 years of age, or who induces a minor to use marijuana in violation of law shall be punished by imprisonment in the state prison for a period of three, five, or seven years.
(b) Every person 18 years of age or over who furnishes, administers, or gives, or offers to furnish, administer, or give, any marijuana to a minor 14 years of age or older shall be punished by imprisonment in the state prison for a period of three, four, or five years.
(c) Every person 21 years of age or over who knowingly furnishes, administers, or gives, or offers to furnish, administer or give, any marijuana to a person aged 18 years or older, but younger than 21 years of age, shall be punished by imprisonment in the county jail for a period of up to six months and be fined up to $1,000 for each offense.
(d) In addition to the penalties above, any person who is licensed, permitted or authorized to perform any act pursuant to Section 11301, who while so licensed, permitted or authorized, negligently furnishes, administers, gives or sells, or offers to furnish, administer, give or sell, any marijuana to any person younger than 21 years of age shall not be permitted to own, operate, be employed by, assist or enter any licensed premises authorized under Section 11301 for a period of one year."

My note:
both these laws are about controlling the growing and distribution of cannabis. Growing is what we should be trying to set free. The people of California have clearly decided they are going to use cannabis. Both laws arrest more people than before enacted and give nothing back to you as a tax payer. The revenue collected probably will not cover the cost of arresting all the new law breakers and building jails to house them. don't settle for a law. get it right the first time. You can get cigarettes when your 18 and the law is written for 21 and up only with no provisions for even using around a minor. Cigarettes kill people and you hurt children but I can fire one up just about anywhere and give an extra one to an 18 year old, in fact I can open a store and sell whole cartons to him with no limits. I could even grow some tobacco and sell home-made cigars in my store along with the national brand. Cannabis is far less dangerous than tobacco so why do we have to regulated it more? don't settle for less. this law will affect you even if you don't know what cannabis is or even care.

QUICKSTART GUIDE

1. Remove all packing materials and visually inspect the CEL for any damage such as broken or frayed wires, dents, or any shipping damage. If the unit is damaged call tech support immediately.



2. Check that the supplied electricity matches the fixture rating , power up the CEL and check that all the LEDs are lit.



3. Position the CEL no more than five (5) feet away from what you want to grow. If the CEL is too close to the plant the LEDs will bleach spots on the plant. Experiment to find what works best for your particular situation. CEL will work in any orientation.



4. Maintain air temperature between 60 and 80 degrees for optimal growth. CEL reaches peak performance during this temperature range.



5. A timer is recommended to limit light exposure to 18 hours a day for vegetative growth cycle and 12 hours a day to simulate fall for blooming to take place in plants that are sensitive to a photo period.

INSTRUCTIONS

After you decide on the layout of your space and the positioning of your CEL you will need to devote most of your attention to the immediate growing environment. CEL is designed to capitalize on the natural relationship between humans and plants. If you are comfortable in the growing environment then your plants will be comfortable in the environment given the right amount of light. Pay attention to the directions on the products you use in your grow. Keep in mind plants need light, water, food, and air to grow. The purest ph balanced water available should be used in your grow. Fans are not necessary to cool the lights but they do help strengthen the stems and ruffle the leaves allowing light to penetrate deeper into the foliage. Try to keep the grow environment as natural as possible. Do not enclose your space unless it is necessary. The more space a plant has to grow the more it will flourish. Simpler is better, especially if it is your first attempt to grow under artificial light. Always design your grow for the end result. Count on your plants growing into the environment rather than filling up your space immediately.
